When the process is genuinely yours - a way of working that is a competitive advantage rather than an accident. When a regulatory or funder requirement has no product behind it. When integrating three systems you already own would cost more than replacing them with one.
Do not build
When a configurable product covers 90 per cent and the remaining 10 is habit rather than need. When nobody internally can own the system after we hand it over. We will tell you this before you spend money, not after.
